- Bring a large pot of salted water to a boil and cook the penne pasta until al dente, reserving 1/2 cup of pasta water before draining.
- In a large skillet, heat olive oil over medium-high heat, add ground beef and season with Cajun seasoning, smoked paprika, onion powder, garlic powder, salt, and pepper. Cook until browned and fully cooked, then drain excess grease.
- Push beef to the side, melt butter in the skillet, and sauté minced garlic for about 30 seconds until golden.
- Pour in heavy cream and beef broth, stir, and bring to a low simmer. Add Parmesan and optional mozzarella, stirring until melted and smooth. Adjust consistency with reserved pasta water if needed.
- Toss the cooked penne pasta in the sauce until well coated, allowing to simmer for a few more minutes. Garnish with chopped parsley or green onions before serving.
