Method
 

  1. Preheat your oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, and baking soda; whisk until well-mixed.
  3. Add mayonnaise, water, and vanilla extract to dry ingredients; beat until the batter is smooth and creamy.
  4. Divide the batter evenly between the prepared pans; bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
  5. Let the cakes cool in the pans for about 10 minutes, then remove them and place them on a wire rack to cool completely.
