- Boil a large pot of salted water, cook rotini until al dente for 8-10 minutes, then drain and set aside.
- In a large skillet, heat olive oil over medium-high heat, brown ground beef until no longer pink, and drain excess fat.
- Add Cajun seasoning, garlic powder, smoked paprika, onion powder, salt, and pepper; stir and cook for another 12 minutes.
- Lower heat, add butter, heavy cream, and milk; stir to combine, then add cream cheese and both cheeses, stirring until melted.
- Add cooked rotini to the skillet, toss to coat in the sauce, garnish with parsley and red pepper flakes, and serve hot.
