- In a bowl, mix the beef slices with soy sauce, Shaoxing wine, and a pinch of black pepper. Let it marinate.
- In another bowl, whisk together the oyster sauce, vinegar, ketchup, sugar, and sambal chili sauce.
- Heat oil in a wok or large skillet to 180°C (350°F).
- Coat marinated beef slices with starch and fry them in oil until golden and crispy, about 6-7 minutes.
- Remove most of the oil from the wok, keeping about 2 tablespoons.
- Sauté garlic, onion, and red bell pepper in the wok for about a minute.
- Pour in the sauce and let it simmer for 30 seconds, then add the fried beef and mix until coated.
- Serve hot alongside steamed rice, fried rice, or noodles.
