- Crush the black peppercorns coarsely, either with a mortar and pestle or using a ziplock bag and rolling pin.
- In a bowl, whisk together the oyster sauce, soy sauce, sesame oil, and most of the crushed peppercorns. Add the potato starch last to avoid lumps.
- Toss in the beef cubes and coat them evenly, letting them marinate while you chop the veggies.
- Heat a skillet or wok over medium-high heat and add vegetable oil.
- Sear the beef pieces in a single layer, browning on both sides, then remove and set aside.
- Stir-fry the onions, bell peppers, and garlic until the onions are translucent and the peppers soften slightly.
- Pour in the reserved marinade and return the beef to the pan, stirring until the sauce thickens and coats the beef.
