- In a medium saucepan over medium heat, melt the butter for the butterscotch sauce; add brown sugar and heavy cream, stirring constantly until bubbling.
- Cook the mixture for 5 minutes, stirring occasionally, then remove from heat and stir in vanilla extract and sea salt; set aside to cool.
- Preheat your oven to 350F (175C) and grease and line an 8-inch square baking pan with parchment paper.
- Melt the butter and chocolate chips together in a bowl until smooth.
- Whisk in granulated sugar, eggs, and vanilla extract until well combined.
- Sift in cocoa powder, flour, baking powder, and salt, then gently fold until just combined.
- Pour half the brownie batter into the prepared pan and drizzle half of the butterscotch sauce over it; top with remaining brownie batter and drizzle remaining sauce.
- Swirl with a knife to create a marbled effect, then sprinkle butterscotch and semi-sweet chocolate chips on top.
- Bake for 25-30 minutes, or until a toothpick comes out with a few moist crumbs; cool completely in the pan before cutting into squares.
- Sprinkle sea salt flakes over the cooled brownies before serving.
