- Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- Cream together the softened butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
- In a separate bowl, whisk together the cocoa powder, flour, baking powder, baking soda, and salt. Gradually add the dry mixture to the butter mixture, alternating with buttermilk, until combined. Slowly stir in hot water until the batter is smooth, then fold in white chocolate chips.
- Divide the batter evenly between the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean. Cool cakes in the pans for 10 minutes, then transfer to wire racks to cool completely.
- Place one cake layer on a serving plate. Spread a generous layer of whipped cream on top. Sprinkle half the dark chocolate chips over the cream. Add the second cake layer and frost the top and sides with whipped cream. Decorate with the remaining dark chocolate chips.
- Refrigerate the cake for at least 1 hour to let the flavors meld and achieve clean slices.
